Please figure something out to fix trolls

I just got out of 2 games in a row that I was trolled in. The people would steal farm give free kills to the enemy and screw over lanes. (AP ashe that follows the mid around.... really?) Can something not be done about the major issue this game has? I get it that there is a report button but come on that isnt doing anything it takes way to many reports before they actually get something done to them.
