Spellbook has become a dead rune, what are Riot's plans for the rune?

Since the spellbook change i haven't seen a single person take this rune pretty much ever. What exactly was riot aiming for when they implemented the change and what would they have to do to make this rune actually worth taking on a worthwhile number of champions? On top of that, what exactly was wrong with the old spellbook?
