Pre-Season Rune Update

So, I just saw all the new runes and I think they are all amazing but it raised some questions for me regarding stats like lethality and magic pen. These stats are pretty important to burst champions especially someone like zed or talon, who aren't doing all that well meta wise. So now that these stats aren't going to be given by the new runes it seems like significant nerf overall (You can get 15 + lethality with runes right now) . Maybe it's not that big a deal but it makes there early game weaker for sure and these champions really need to succeed in the early game. I was wondering if there were any plans to add magic pen or lethality runes or give compensation buffs to the magic pen or lethality items. Or maybe buffs to the champions effected?
