Why Juggernauts

I would like to first address how broken you made most tanks this season is. It feels as if you guys are forcing us to play tanky champions, some of us in League do not enjoy it. Tanks should be tank, Garen deals much too much damage while building no damage, it doesn't make sense as to why you would give him more true damage to his already annoying kit. Utterly unnecessary and it feels like you guys are forcing the last juggernaut patch down our throats, no reason at any point should any tanks who built no damage should do that much damage to squishier champions like marksmen and mages and have that much utility. Leona, just by building one of the hydras, can out-duel an adc due to her many stuns. They are also nigh unkillable if not focused by the rest of your team, Shyvana don't have too much utility, but she just destroys anyone who don't have enough damage or utility to escape her. Overall, somehow, please make the tanks more balance for everyone.
