low level matchmaking

now that everyone has access to runes and masteries could we start matching accounts bellow level 30 with people above level 30 if their mmr is high enough? the 10-15 min queue times are really quite annoying and there isn't any reason for these players to not be matched with 30+s.

or alternatively rito could stop banning bellow level 30 accounts for virtually nothing so they can actually get to 30
