Please add a report feature to the pick/ban phase.

Reason #1: Punish/Report when own team bans your intended pick in champ select.

If another player bans my intended pick he's either not looking (90%) of the time, or he thinks the other team is going to pick that champ first. I want to be able to report the guy for those 90% where he's just auto-banning whatever the meta is right now without even looking at my pick or discussing the ban. It's annoying to have to dodge the queue because of someone else being a jerk.

You have a number of solutions without Riot having to implement a report system that won't really solve the problem and lead to unintended consequences:

Type out "Don't ban ___ pls" in chat. Sometimes people don't look at pick intent because people are still getting used to it.
Don't play champs that are regularly banned. There are ~150 champs in league and only 6 will be banned in a particular game.
If you really can't play your specific role on a champ that's regularly banned, don't queue for that role or for fill.
Dodge and take the 3 LP loss. It really is not that big of a deal - high elo players learn to dodge all the time. Strategically dodging is a great way to climb. The feature is there to be used.

Ultimately, your #4 is what puts my qualms at ease, somewhat. My comments on your other points:

I tried that of course. Guess what: People miss the "Don't" part of the sentence and ban because they think I asked them to (really happened).
If I was that good I wouldn't have this problem, agreed. Unfortunately, I can only play a handful of champs decently. That's why I'm Bronze 2.. Even worse, my old champs become meta again (e.g. Corki).

2+3) So, back to playing against AI if I want to become better at that role/champ? I do that regularly when playing a champ for the first time. I think it's rude to go into PVP without a clue and ruining it for the entire team. But tbh, after a round or two vs. AI I'm good enough to give it a go, at least at my ELO.

Anyway. thank you again for taking the time to respond. If I'm the only one who see it this way I'll just go with the flow :)

In regards to the lobby chat, it can be frustrating when other people don't read what you see. However, it doesn't hurt to try. For example, if someone is toxic in-game I always try to diffuse the situation and calm them down. It doesn't work a lot of the time, but it's worth trying!

And you don't have to be good to learn new champs. You're making a huge step forward by playing against AI when testing new champs. Even veteran players do the same to learn their mechanics!

I'd recommend picking up the "easiest" (least mechanically difficult) champions in your off-roles. Some examples for each role:
