When is normal matchmaking going to be fixed?

Why can't normal and ranked mmr be the same? Why as a level 24 should I have to play against golds, plats and diamonds just because they never play normals? How is this fair? You make it take forever to rank up to 30. You make runes expensive as shit yet you make low level players play against high elo players. Just a freaking joke.
