Singed Counters in Game?

Pretty much title. Today I played a rank game and the enemy team last picked singed as their top laner. I was playing Tahm kench top and did just everything I could to take him out of the game. I got a kill on him early started to out CS him killed him when he TPed back to lane and tried to run past me and proxy. I then got a 3rd kill and started building my Frozen mallet. I finished my frozenmallet, went for swiftness boots and even got an adaptive help. however he could just ignore me and run away and proxy farmed and killed my jungler. I was unable to shove. In team fights when he ghost righteous gloried at my ADC I would eat them and try to keep them safe but he would just run around and wait for me to spit them out. Im just super frustrated like is the only way to take singed out of the game just to camp him to high hell so he never gets to buy an item?
