The only things you can buy with RP are Experience Boosts (literally useless at level 30, and you can't play ranked until 30), IP Boosts (which only shorten the time it takes to get IP, which is an already free currency), server changes, name changes, rune pages (which can be bought with IP already), Chroma packs (which are literally recolors of a base champion model; not an advantage), Skins (which look cool, and while some skins might have a VERY slight advantage due to how particles look it's hardly enough to count as pay to win), and Champions (which can already be bought with IP). Literally none of the content that actually effects the game is sold for RP only (runes are actually IP only, all other non cosmetic items can be bought with IP), and none of the content that is sold for RP only affords a significant advantage over the base.
So no, it's no pay to win in any sense of the phrase. Frankly, the fact you think Riot is deliberately rigging games against you or that you meet a massive amount of hackers tells me you are not particularly good at this game and cannot come to terms to that.
