Some games I play are clearly ether rigged from Riot's side-(Paid to Win) or there is a lot of hackers out there. That said is there anyone who has reach platinum rank in LOL without spending any money on the game? & please no brown nosing or brow beating, I'd like to know is there anyone out there who has reach high ranks and hasn't put a single penny into the game to prove that it's not pay to win?

The only things you can buy with RP are Experience Boosts (literally useless at level 30, and you can't play ranked until 30), IP Boosts (which only shorten the time it takes to get IP, which is an already free currency), server changes, name changes, rune pages (which can be bought with IP already), Chroma packs (which are literally recolors of a base champion model; not an advantage), Skins (which look cool, and while some skins might have a VERY slight advantage due to how particles look it's hardly enough to count as pay to win), and Champions (which can already be bought with IP). Literally none of the content that actually effects the game is sold for RP only (runes are actually IP only, all other non cosmetic items can be bought with IP), and none of the content that is sold for RP only affords a significant advantage over the base.
So no, it's no pay to win in any sense of the phrase. Frankly, the fact you think Riot is deliberately rigging games against you or that you meet a massive amount of hackers tells me you are not particularly good at this game and cannot come to terms to that.

I’m not saying the game is paid to win, I’m trying to figure out if it is, and the only way I can think of to prove that it isn’t, is by seeing or hearing from players who haven’t put in money-(at all) into the game and have reached high ranks.
(Paid to win)-The more money you put into the game ups your chances of winning, or ups stats without showing it, or being put on a team with better players and non-feeders, or all the above. Or if you haven't put money into the game it lowers your stats without showing it, or puts you on a team with feeders-(Which I get a lot, don't know if this is common), or puts less skilled players against skilled players-(again I get this a lot), or all of the above.

No one said there are no hackers, just not the "a lot of hackers out there" that you stated. You are just looking for a scapegoat for your lack of skill.

Getting to Diamond/Master/Challenger isn't the goal of this game. It is to have fun and try to blow up the enemies Nexus before they blow up yours. Just because you aren't skilled enough to do that yet, doesn't mean Riot is out to get you.

Riot doesn't rig matchmaking if you don't spend money. That would be one of the dummest things ever. Why would it be a good idea to give your player base a bad experience?
Stop looking for something to blame and just focus on improving yourself.
