Movement speed is absolutely broken, lees MS = run faster

So i just had an interesting game where i had summoner ghost, and at lvl 2 my enemy after i ghosted, who had 70 lees movement speed, outran me by foot. And this kept happening the entire game, i had always at least 50 more ms than my enemy, yet he always outran me on foot In middle of the game he was nice enough to accept a challange to race in all chat, to prove this So we stood next to each other, me having 482 MS, him having 409 ms, i used speed boosts, he used nothing, just walked so if i have almost 80 more ms, i should outrun him right? well wrong, he outran me, with 80 lees MS through the entire time of that race Interesting game development, buy lees MS to be faster, i guess then if someone exhausts me, i should be usain bolt fast huh?
