Leveling up this new account. Should I buy runes or not?

If there are any devs around, please answer. At around 4:10 minutes New001 says that Riot has something planned for people who have invested into runes once the update comes along.

While this is super great, it's still pretty vague. On the one hand I'm hesitant to buy new runes because I don't know whatever the compensation is will make it worth it in the end but on the other hand, I just feel naked when I have to go into a game without my trusty armor seals.

just buy the 1IP tier 2s instead of the absurdly priced tier 3s.
