Next Year Can We Get A True Reset

This is not another "Why am I back I bronze thread..."

I'm only asking for 2 things:

1. Can we get a true soft reset, meaning, can our placements be governed by the elo achieved in the previous season only.

2. Can you please not place total new players without much experience in the same elo as those that do... I personally had 2 players in my first 10 games that didn't even have full runes pages completed, like seriously WTF!.

Wait, before you think that they may have been fine...there may have been others, but these 2 stuck out...

First one I looked up was an ashe, who you guessed it, fed her ass off 0/12/2 and never grouped to team fight, ever. Second, an udyr that invaded the enemy like he thought it was his from the beginning of the game, @ 20 mins he was 0/7/2.

I'm all for grinding back up to silver, since the highest you can place is plat, I understand that I'm where I should be. But to have my mmr balanced thru the all the years isn't that soft and tbh doesn't reflect my true lvl of play. We need to have ranked restriction or some other criteria put in place to keep people from ruining a game for themselves and others. Like having incomplete rune pages isn't a red flag...
