Weird ranked algorithm?

So, I've avoided ranked for a few years, after experiencing how toxic and hopeless solo was in S2. I finally decided to take it semi-seriously again and aim for at least gold. In pre-season, I was placed in silver, and by the end, was up for promo to gold, then the actual season started and I was placed in bronze, aka, elo hell. As nightmarish as it was to climb out of that pit, I managed it pretty quick, but now that I'm getting close to gold (silver II), I'm noticing a dramatic decrease in the skill and experience of my teammates. Many of them have even stated that they're unranked, or just started playing ranked matches for the first time. I can't even be mad at them, because they were placed with my team by the system, but why on earth is the system placing literal noobs who are still learning how to play, with players who have thousands of matches under them and are climbing the ranks? Is this an intentional curveball, to trip us up and force us to attempt carrying these players, or is this just poor matching? Yeah, I'm irritated of course, but not raging. I'm genuinely curious to see if anyone knows the logic behind this, or if there is any.
