So when do i get to try the positional matchmaking
I was excited for this change, and for some reason it's only available for NA and Korea ? like why ? what is the point ? i want to give it a shot why can't i ? seriously why ?

NA and korea according to riots dev blogs are much, much better in terms of how competitive they are (compared to others at the time), and how many people they can test on. but its super unbalanced, trust me when i tell you you DONT want it the way it is now.
See, the positional matchmaking apparently has so many issues right now, that we should be happy we don't have it yet.
Let NA and Korea be the test dummies to fix the bugs and issues before they bring it to us. [slayer-jinx-wink]
One of my biggest complaints is the game punishing you by saying you will no longer be able to gain the benefits if you lane swap with someone. I had an agreement with a jungler to switch. He takes top and I get jungle. Both agreed. We won. And both of us got a warning in the post game about lane swapping.
Riot seems to be going away from communication and teamwork with this crap.
The worldwide release is planned to happen with the start of the second ranked split.
