Is rumble ever going to get anything?
rumble seems like a dead champion, no updates, no new skins, it seems likes riot gave up on rumble and just don't care about him anymore.

Rumble had been a staple in Pro play and high ELO SoloQ in Season 7, so I'm not sure where you got "dead" from other than his seeing a decline in play due to nerfs and pre-season meta fluctuations. He was picked and banned in Season 7 LCS ~1400 times.
Flamethrower had no counter-play for a lot of melee champs, but really, this guy needs a rework. Either he becomes really op from tweaks or really dead.
What more do you want? Rumble can auto win lane by just spamming your 0 cost low cd skills lmao. please.
Balance wise I think he's still fine, it's just that there's so much overpowered stuff running around that his more fairly balanced kit can't keep up.
Skin wise though I think Riot should give his skins some chromas at least if they don't intend to make new skins for him before he gets a new rig and model (I remember them saying once that they hate his current rig because it's poor for making the kinds of skins they want to). Issue there is that they've also decided to not do almost pure visual updates anymore.
I suggested this a while ago, but I'll say it again. I think they should increase the distance his harpoons travel. If Nidalee can toss a javelin halfway across the map (I'm exaggerating but you get the point), I think that similar spear type weapons should be able to travel far.
