Game snowballs too hard for the long queue time

So here is the problem. Login takes 30 seconds or so, Rift queue times are generally 2-4 minutes, except for support and fill (which is a whole different problem), add the average of 3 dodges and it becomes about a 6-7 minute queue time. Plus the 6 minute pick ban phase, which is really just an additional queue time - especially if the dodge happens late in that phase. Then there is the 3-5 minute game load time and guess what before even entering the rift you have spent at least 15 minutes.

And now get this, the game snowballs so hard that it is often clearly a won or lost game by 15minutes (the reason Riot gave the option to surrender at 15 minutes). All of which means players very often spend more time waiting to play than actually playing and having fun.

I see two solutions. First a gold solution - reduce the gold given for kills drastically or some such gold change. Second, lower the number of players per game to 4. The first problem would reduce the snowball of the game and the second would reduce queue times.
