Extremely random queue times

I am an summoner on the NA server. I am currently in Silver 3. Recently, my ranked queue times have been very variable in length. The estimated wait is usually between 1 and 2 minutes, but as of this post, I have spent 14 minutes in queue without finding a match. I waited until 7 minutes passed and exited and requeued and got to 7 minutes again and then quit. The strange part is is that sometimes i will have 10-20 second queues, and then someone will not accept the AFK check and I will be in queue for an absurd amount of time. There is no discernible pattern to these strangely long queue times. I am making this post to check if the 7 minute and beyond queues are intended or if they are a bug. Thank you for listening.
