Idea to make Cloud Drake more relevant

I think that ideally all four types of Drakes should have a similar distribution of situational importance. But even after the changes to make Cloud Drake's movement speed buff permanent, it still seems that it is by far the least contested Drake. Except for some specific team compositions, they are often merely taken to "make way for what is hopefully a more important Drake". And that is sad, because it can take away an interesting part of the objective game.

Since the Cloud Drake is all about Mobility, how about having the Cloud Drake take away 1 second of the recall time? It's one of the few stats that influences every champion in an equal way, and it is a meaningful but not overpowered buff.
