Why isn't Lissandra support used more?

I played her a few times during this free-to-play week and she has a pretty good kit for a poking support. Her Q has a low CD for poking, she can cast a mana free spell every so often, and she also has great CC, engage, and escape. So why isn't she used as a support more often than other mage supports?

Q has to hit minions in order to have any useful range. Usually not desirable for a support to regularly be damaging minions.

Mana costs are super high, even compared to Lulu.

She does have really amazing gank setup with E into R. Still much better as a solo laner.

Short range, not the best mana despite her passive, no shields/heals/anything to really help her adc. She's like a shorter range worse version of Zyra at the support position. No real reason to play her top/mid over anyone... definitely no reason to play her over Janna/Nami/Thresh/Braum/etc.

Heavy mana costs for her poke?

Semi short range, and only one cc that actually stops attacks (her ult).

cuz its bad? she has a targeted stun like every 130 seconds after lv 6 annie can spam targeted or aoe stuns from lv 1

If she wants to poke she'll be out of mana fast (ik her passive), they'll push lane, they'll get ganked. Sure she can get away, but i don't want to kill your support, im here for your adc.

Because the support role is about ally buffs, ally sustain, and enemy debuffs and Liss only has 1 of those 3.
