That must be why she has one of the lowest win rates.

I wouldn't really call it a buff, maybe "quality of life" changes instead. Also she is by no means the best AD in the game because she gets out scaled by a few others. I think these changes are necessary to keep Caitlyn up to date with the tank meta.
