Viktor Needs Help.

Okay, I one trick Viktor, and right now he's the worse state he's ever been, a while ago his first hexcore cost was raised to 1250, making his power spike later in the game, then afterwards they did a ton of crap like worsen the after shock result and ult speed when coming back to you, but it's okay lol, he was still decent, but then they nerfed double dorans ring, still fine, then they changed runes and now he sucks, I've tried everything on him, legit, Frozen Viktor strat, electrocute, comet, aery, klepto, he just sucks, he's a 44.65% win rate, it's getting bad, but it seems like riot didn't even notice him and instead they're helping Cass who is still in a bad position but not as bad, all I'm trying to say is I think he needs a buff, what are your thoughts?
