Juggernaut question

seeing as E ignores bonus armor, and he has fairly safe/good lane phase. Does that make him a decent counter to juggernauts? Cause Range poke does nothing to jungernaust, most melees get ground into dust by them, and after a while they can just shrug off most burst that doesn't have a crap ton resistance shred/penetration.
