Remake Does Not Require a Majority Vote

I often play with a friend who plays on a Mac. For whatever reason his game often crashes on loading and he has to restart his computer sometimes to get in a game. Because of this, we often see the remake option when playing duo or as three. Sometimes other players call for a vote. Knowing my friend is coming back, I vote no, but even with a 2/2 vote, the remake goes through and then he gets put in a lower priority queue.

Why does remake not require a majority of remaining players in order to work? Why does it still go through if the person in question reconnects during the vote? This makes no sense. A split/no-majority vote should mean the game keeps going.

The remake option doesn't even happen until 3 minutes in. Even if your friend does come back your team will be behind in gold. While it's pretty insignificant usually I certainly would rather take my chances in the next game than knowing that I'm going to start out behind in this one.

That aside I actually think the remake should be automatic. If someone fails to load for the first 3 minutes chances are they are not going to be back in time to pose a significant threat to the enemy team. I've been on teams where a few players just want to play the 4 v 5 out because they think they can win.... the chances of winning in that case are very small (unless the player comes back very soon) so it's usually not worth it to play it out.
