Tier list leagues//Consolidate them

I feel like the tier list system is failing what it was put in to do. You're supposed to climb the ladder while also having people in your specific league to be "rivals" with. When you get high up on the list there's only like 5 or 6 people in the tier for that league. I think there should be more people in each league and there should be ways to make someone your rival and cool stuff like that. Also to make myself more clear by leagues I'm referring to the things like Cassiopeia's hunters (the one i'm in.)
