AP Shyv shouldn't be running around with an AOE Veigar ult on almost no cooldown

It shouldn't be a thing. It's a toxic and abusive way to play that champion and shouldn't exist.

AP Shy is actually surprisingly balanced and in many cases weaker than her traditional build. Plus she's... designed around it. You're complaining about a burst mage bursting you. Just stop

shyv was never designed to be a burst mage, what are you talking about

She's supposed to have an AP option ... that's uhh, why she has AP ratios.

noooooooo, its not. she has AP ratios the same reason why all AD and tank characters who have AP ratios do, the same reason Yi and Tryndamere used to, the reason they explicitly told us when they removed those ratios from them: so that if a buff gives them some amount of AP its not completely wasted. The ratios are large so that small amounts of AP, the amount you would get from a buff, do something. Blue buff at one time used to give AP for example, as did Dragon and Baron. She, like Yi and Trynd, were never intended to actually build all AP. She is an older champion with an older design philosophy.

When she was made pretty much ALL AD characters had AP ratios. J4 has one on his flag. Shen has one on his ult. Trist used to have one on buster shot. Cait has one on her net. Jax has several of them (but Jax was intended to be Hybrid). Its a design philosophy they have stopped doing because it ended up making cancer AP builds they didnt intend.

I understand you just reached for a random ability known as high damage, but, funnily enough, Veigar w has a higher ratio than his ult without missing hp. And is aoe, and on quite a short cooldown, though it is a little delayed.

AP Shyv doesn't have a good comparison 'cause she's a super strong poke mage but only for a bit when in her ult. Probably the best analogue would be Jayce Q+E combo if it started weaker but scaled up more.

Well yeah but that's literally the only thing she has lol Veiger has his W too , ignoring the delay , he still has his E and Q , Shyvanna only has her R E , her normal E is isn't that huge for ap build
