Attempt to Join Queue Failed - has this been changed?

I started out in a rank queue and during champ select, things started to get sour with our team comp and someone (not me) abandoned the champ selection room. I had ZERO desire to be grouped up with these guys again, so I cancelled out before the next match found timer popped.

However, after waiting one to two minutes and attempting to start another ranked queue, I was given a penalty. Why am I being penalized now BEFORE a game starts? Is this some new mechanic?
