Dynamic que, primary vs secondary role easy fix to improve it

The dynamic que system is broken. I say this because I like playing both top and support the most, however to ever get a top game I have to que up as top and mid/adc or something else or I will almost always be assigned support (7 times in a row the other day). This could easily be remedied by riot if they would add something where it keeps track of how recent it has been since you got your first choice and give preference to those who haven't been given their first choice in say 7 games. Like if you make us choose two roles why not make us rank all the roles in our order of preference. I shouldn't have to que up with adc as my secondary when I'd really rather support than play adc but want to have a chance at playing top. Sorry for the rambling but I am quite frustrated and hope this still makes sense.
