75 chat ban ..second time in one week, whats wrong ? is it a bug?

i may sound a bit whiny but i think that something is wrong with the chat ban ... i had a 75 games chat restriction before a month or so , i didnt even know the reason i guess asking someone about hes choise of items or telling you why they didnt w8 for any help or so, may sound disrespectfull to them so i ended up playing those 75(chat restriction) games not telling a single word for anything after that moment.. Btw during this time i had many players in the same team that were MORE than toxic , with cancer wishes , mother "jokes" and more.. And here is my big question , whos controlling this system ? the abusers of the verbal abuse report or me, a 29 years old player that playing among them and NEVER said any of those words ? and in the end , is this a bug ? (btw sry for my english). ty
