Jhin ultimate upgrades

Jhin is one my favorite champions right now. I want people to think of this idea not as a way to needlessly buff him but as interesting concept. It's likely that he'd be made broken if we just took current Jhin and slapped this on him, so with all that said, hear me out:

Gangplank ultimate upgrade system for Jhin.

I don't know how he would get the points for upgrading, either by last hits or kills/assists or both, but after getting enough he can choose one of three upgrades for his ultimate:

  1. Penetrating shots, stops after second person is hit (second target hit takes reduced damage)
  2. Targets hit by ultimate are marked by Deadly Flourish passive (Called Out)
  3. Extended range

By the time he gets all three, as they stand it would make him massively powerful and he'd synergize so well with people who have global or extremely long-range ults that he would probably be used for his late-game ultimate more than anything. For this reason his ultimate may be upgraded solely with kills/assists, similar to how Draven must kill to cash in his passive. That way a poorly-performing Jhin can't just farm up and still be used for an insanely powerful ultimate. If a Jhin does well and gets his upgrades up he should seal the game anyway (also like Draven cashing on passive), since Jhin peaks at the mid/early-late game from my experience. Jhin would likely need some changes to his existing stats and abilities to not make this overpowered, but his immobility and squishiness would still make him a vulnerable target if he's caught out (like Draven!).

In the end it's probably unnecessary, the champion is already complex and fun to play and is approaching an ideal spot with some small buffs in PBE, but I don't think these changes would make him any less boring. Perhaps something worth considering in the future. Any thoughts?

Thus far I'm pleased with jhin, the only thing I would change is the slow from his ult to 85% and the slow from his E to 50% then all is fine.
