TT Surrendering

Why does Twisted Treeline still require 3/3 vote to surrender. I like playing 3's, usually more than summoner's rift. But I've seen so many games, where someone trolls or ints, after doing badly, or just goes into the game doing it. Then once 15 mins comes, they force you to keep playing until you lose. An actual terrible system, to ever let one person dictate if the whole team continues to play or not.
