Because Nasus's early game is extremely weak and with the pace that games have been going lately (which is extremely fast) Nasus has little to no time to scale. Especially if your bot lane gets dumpstered and everyone rotates top leaving you with no chance to stack at all. It is only to cannons, monsters, and champions. This will give him a chance to be able to still be relevant assuming he's properly stacking cannons and it does indirectly make his late game beyond broken but lets be honest his late game was already broken.
