Talon - Game play Buff?
In the current meta, it is quite obvious that assassins are quite low in the web of classes- mostly because items like Titanic Hydra and Sterak's Gage give tanks fighting potential with the addition of high survivability but we shouldn't focus on tweaking items.
One assassin that stood out to me as the weakest was Talon because he has low burst and limited mobility. I believe that Talon has some degree of damage but without a strong form of escape or a way to avoid your opponent after dealing, its extremely difficult to play him in a guerrilla warfare style.
Lets take his Q, it is a high risk ability to land, on hit it deals around 250-500 attack damage with the addition of a bleed but now you're expected to wait for your cooldowns or 6 seconds till they bleed to death. 6 seconds is a long duration of time that opens for counter-play, Talon is very vulnerable for this period. Talon has a weak form of escape which is stealth for 2.5 seconds that is easily countered with pink wards. A suggestion is a reset or longer stealth such as Kha'Zix or Rengar has or possibly allow his E to target allies.
Enough rambling, the main problem is sustainability and scaling. Early game is hellish for Talon- he has difficulty as it is farming as a melee champion but his mana efficiency makes it worse, you're forced to sit under your tower until you get a reliable amount of armor penetration as his AD scaling on his abilities is low which is easily countered with a Zhonya's on AP mid laners. Even against melee or AD mid laners, he still seems to struggle because champions like Zed and Yasuo have high mobility compared to Talon's 1 gap closer (and movement speed on ulti).
Talon's "Cutthroat" and "Shadow Assault" do open up for counter-play but these are both high cooldown abilities compared to Yasuo's "Sweeping Blade" and Zed's "Living Shadow". Talon really seems like a champion that can only be played effectively by high ELO and Professionals and even yet he doesn't fit well into team compositions because you sacrifice early game pressure along with this Talon can be shutdown early game easily. I think Talon needs a better form of escape or more sustainability early game so that he isn't punished as hard for bad engages or so that he has health/mana to make plays away from his lane (or so that he isn't forced to sit under his tower).
Talon's passive is rather harsh in my opinion, you are once again expected to take an unreasonably high risk to deal extra damage. You're an assassin, you don't want to be wandering around auto-attacking. It really leaves you vulnerable as I previously mentioned that Talon does not have an escape. It raises the question- is Talon's skill set meant for taking out a team or individuals. His passive and "Noxian Diplomacy" are evidence for individuals but your "Rake" and "Shadow Assault" suggest that you either kill a whole team or die.
What is your opinion? - Is Talon fine as he is OR is Talon lacking something? Do you think his "learning curve" or "skill requirement" is too high? Could we sacrifice one of his strengths for a less punishing weakness?... All opinions are welcome!
