Is Garen Ridiculously strong to promote his god king skin?
with an almost 54% winrate top, I can't help but think that they made him ridiculously strong to encourage people to buy his new skin.

A quick look at his win rate relative to each patch will tell you your thought here is wrong.
Garen's last buff was in patch 8.9, with his win rate being around 50%. In patch 8.10 his win rate went down to 47%. They most definitely did not buff him specifically to sell that skin. At the time the buff seemed to be a failure.
Then we got a meta shift, and by 8.13 Garen was a solid A tier champion. Garen's counters are not particularly good in this meta, and the champions that are good often get countered by Garen. This has nothing to do with Garen's strengths and everything to do with which champions are popular right now.
Garen's counters still wreck him just as hard as they used to, people are just not playing them anymore.
garen's winrate doesn't mean anything other than he has a low skill-floor. he's in general too one-dimensional as a champion to make it far most of the time
at least, that's been my experience. his last buff was i think 4 or 5 patches ago
he can be "strong" statistically, but he has to be REALLY over the top to justify a nerf. and historically riot has not made champs stronger to promote skins. just look at sona at the time of her ultimate skin's release LOL
Strategy: Buff a champions, release skin, gut after 2 weeks.
No. Garen still has his flaws despite being dominant in all stages of the game. His Q buffs though made him hit like a truck, especislly if the oponent is armor shred. His easy learning curve and easy to master kit makes him a dominant laner and a good team fighter. Or you can play him top when you are autofilled top. Either way, once he gets 
he can just come back to lane and 100-0 you with Q E Q R combo.
Still, he has counterplay but still annoying to deal with.

According to opgg (plat games/higher), garen has 52.69% winrate, and is tier 1 on their website Also, the streams i've been watching (diamond~elo), have started to have some garens in their games, with them doing mostly decent I think he is strong I also think he does not need a nerf
No. He hasnt recieved more than QoL buffs for the longest time. He has a lot of inbuilt stats because hes a jugg, and he honestly really doesnt do much himself.
Nerf his silence its point and click and invalidates so many champions its way too oppressive and the affect lasts far too long
