Requirements for playing ranked after a patch

Make it mandatory for anyone under certain division to have to play [x] amount of normal games before they can queue for ranked so "hopefully" they can get a better understanding of the changes and you dont have people doing the following. I know i am in a low elo but when every game i play tonight has some troll in it on top of my jungler ask what the little things on his buff is or my mid laner who doesnt understand how new malz works. I understand that not everyone is going to read the patch notes but ffs just any effort at all could make yolo q a little less frustrating. And on a side note when you have 3 people match with jungle as their main role and the two that dont get it decide that since they didnt get there role they are just going to troll?? mm system system plez
