Support Items/ Role

So I've been having this thought about the support role. It honestly feels extremely underwhelming and honestly it's mostly because there aren't any specialty items other then Spellthiefs, Relic and Coin, which are constantly abused by solo laners and nerfed which effects the support role to. Has Riot ever considered that maybe the only way to keep those items from being abused is to lock those items into the support role itself. Treat it like jungle items which you can only get if you have smite.

Now I get it might mean you can't swap out of the support role because you're the only one with access to those items but to be completely honest, everyone should know how to play the support role. It's not exactly hard.
