Should Ashe E (Hawkshot) have charges or bounce off of objects?

I think that the 40 second cooldown is quite long for that kind of ability. Even quinn's which reveals a much larger area has a lower cooldown. I think to rework it, it should either hold charges, or bounce off of objects.

charges: Stores up to 4 charges, 5 second cooldown, new charge is stored every 15 seconds.

OR..

bounce: Lasts for a duration of 5 seconds, any wall it hits it ricochets off of. It can ricochet off of walls, buildings and structures, pets, minions, and champions. If it hits a champion, it should do 1 true damage to stop people from backing at a far range.

Why would hawkshot bounce off of walls? The entire point is to fire it over walls to get vision!

I was already wishing it did 1 damage, and was a pass through skill shot to stop people from backing.

Adding to that I think that holding charges would be a great addition. I think max of 2 charges with the same cool down as now would be great.

XD then you can use it to get vision of the person and remove the shield from banshee's veil... And if you manage to kill someone with that 1 damage you get a big buff and a cool video

IMO it's fine. You compare it to Quinn's abilities, but hers can't be shot 3 screen away. And for closer bush checking her W does the trick very well.

Her kit is fine. With the right team she's a very powerful ADC. If you start buffing her because she's weak in SoloQ, she'll see heavy play in 5's/lcs. Then she'll be nerfed somewhere else.

Her E is fine where it is, I don't think it needs any changes. Charges couldn't stack over 2 the range on her e is what makes it good. You can scout drag from bot lane. And I don't understand your bouncing idea, making it stop backs would be a bm add to her kite she already got a stun and slows which is a lot of cc for a ADC.
