@Riot Add a gifting option for runes!

Hi everyone,

After playing some games with some of my friends who have just reached level 30, it occurred to me that a nice feature to implement would be the ability to gift runes to other players using your own IP. As someone who's played for years, I have an excess of IP that I never use except to buy the new champions when they come out, and it would be really nice to buy my friends runes so they don't have to endlessly grind IP just to be on the same level as other people who are also level 30. It would also allow them to use their IP on champions and exploring the game more, rather than grinding for a week to get three movement speed quints.

This could also let be a way to better use end-of-game gifting in a way that doesn't involve having to use paid currency. If you get carried through a game by a player, you could offer to buy them runes (or possibly a rune page) to show your gratitude without having to reach into your wallet. I feel overall it would be a great way for older players like myself to help and mentor new players to the game and just help promote community building and sharing of knowledge between the different skill levels of players!

I especially feel this way because not having rune pages are often a barrier to new players playing and practicing some of the deeper roles such as jungling. Since rune pages can greatly affect your clear times and your health at the end of your clear, which puts newer players at a disadvantage to older players, simply because they haven't spent enough time player the game to gather the runes necessary to jungle. This applies to other roles as well, but is definitely most noticeable in the jungle.
