I usually play an On hit Teemo (nashor's tooth, frozen mallet etc) vs ap teemo (rabadons deathcap etc) Which does the community think is the better one?

There isn't a "better"; there is only "which is more effective with my team and against my opponents."

Agreed, I usually begin the game with AD masteries and Doran's Blade assuming my opposing laner will vie for a higher mage resist start. Then I wait and see how they respond. If they continue to stack MR, BoRK is my first item and I build on-hit. If they notice my AD start and build armor, I can go straight into Nashor's Tooth and hold off my judgment until I see how the other lanes do. I consider Nashor's Tooth staple on both versions for its all-around amazing stats: CDR, AS, AP and on-hit.

For mid-Teemo I usually go AP, thanks to easier access to the whole map. Jungle Teemo prefers Feral Flare, but can make do with any of the jungle items and then I try to go pure bruiser and a bit of tank. ADC Teemo is always on-hit or high AD. Lastly on support Teemo, I always rush 40% CDR and prioritize shrooming the map while stacking AP.

On-hit Teemo is terrible, especially that build you run,

Stick with AP.
