First season and rank after reaching level 30

Hello, I'm a gold 1 solo queue player and I know it's nothing good but I guess I'm still better than your average silver/bronze player. I haven't played flex at all since it came out but this season I decided to give it a shot. Since I've never played it I got placed in silver 5 and I've been climbing fairly fast with almost no problems, but 1 problem I have encountered in silver 3-1 mainly is new players. See when a new player reaches level 30 and plays his 10 provisional games he usually gets placed in silver 1-4. Why is this a problem? Well you see there are some people who are hardstuck silvers with 800 games and although they may not be good players they are way better than these new players who can't even make simple decisions or just end up throwing the game. I feel like this is a huge problem since these new players come and play with people who have a lot more experience and although it's silver still I feel like it's too big of a rank to give to a new player. My suggestions is that every new account that gets made should instantly be place in bronze v upon reaching level 30. No provisional games will have to be played. Why do I think this? It will put them at the very bottom which is where they should be tbh. They're pretty new to the game and don't know much especially since now it's half as easier to reach level 30 and they have even less experience than players with the old level up system. This would fix all the problems, they would get placed in the lowest division and learn to climb. They will learn what it's like to be in bronze v I feel like they would learn a lot more than just being placed in silver which is where they don't belong to be honest. And if you're a smurf? Well considering it's bronze it shouldn't be a problem for you to climb out in 1 weeks time honestly. I think this should be done for every new account for their first season. When the second season begins just let them play provisionals like they do now...
