she scales from everything even the ap. and you havnt seen a carry untill you saw a squishy get hit by a arrow into a sheen crit aa with volley follow up.

Triforce is only worth buying over other damage items on champions who make good use of the sheen proc.
so, not :

Because theres no reason to have it over another item.
At the MINIMUM, she needs:
,
,
or
,
or
, and
. Which means she has one slot left. Sure, you can get Triforce and get a bit of more damage. But the safer bet is to get a defensive item so you can live long enough to do that damage.
,
, etc.
The only thing really speaking against Triforce on Ashe, imo, is her low base AD, which makes the proc kinda underwhelming (46.3 +2.85/lvl).
And the fact that she has only one spell to really spam, and that one has double the base CD of Sheen at rank 5.
she scales from everything even the ap.
Not unusual. She also scales with everything on Randuin's Omen, so not the best argument.
As for Tri-Force, on paper it looks solid - but in practice it's just kind of blah on Ashe. She does most of the things Tri-Force wants to work, but she doesn't do them as well as other champions.
Her only AP scaling is tied to an 80 second cooldown on an ability used for AoE CC, so that's about the worst possible place to use AP scalings while still using them. Volley is also essentially the only skill that's going to activate the Tri-Force proc, and maxed out it's a 4 second CD. Not awful, but not ideal when you consider Sheen's cooldown is 1.5 seconds. Ashe doesn't have a skill like Tumble, Mystic Shot, Parrrely, or Siphoning Strike that both activates the sheen proc, and applies the Sheen proc in the same hit. To get the Sheen Proc, Ashe needs to cast + attack, where a lot of champions just castattack. Finally - Ashe's early game isn't really strong enough to take advantage of the Tri-Force power spike. I guess you could argue it compensates for her weak early, but Tri-Force's scaling potential is rather lack-luster into late game, which can often lead to a champion that's pretty mediocre all game long rather than weak early, amaze-balls in team-fight situations late.
Anyways - Tri Force isn't exactly a bad item on Ashe, it's more an issue of grays compared to other ADC items. It's not as good as other things. If you really want a power spike early on Ashe, I'd also recommend getting Youmuu's Ghostblade instead. The beat stick is the most cost efficient item in that 1337 or less price range, and Ghostblade offers every single ADC stat besides life steal.
