Does the slow from item 3116 effect the ghost dog from item 3726? Also, does the ghost dog from item 3726 count as a pet for Yorick passive? One more thing do the ghosts fromitem 3023 effect his passive?

Yorick's passive only works on his ghouls and revenant, so no to the last 2. The Devourer passive is an on hit effect, not a spell effect, and thus does not use Rylai's in any way.
