After looking closely at the state of the game for the past week, I am not so sure. Here's why:
- Sona and Nami are doing okay for enchanters. Soraka and Janna are starting to climb in winrate. Taric, another shielding support, is also climbing in success.
- Guardian Thresh, Guardian Bard and Aery/Guardian builds on Zilean are actually faring quite well statistically speaking (reading off of the data from Lolalytics, Meta-SRC and League of Graphs).
- The Dark Harvest nerf had an impact on Brand, Zyra and Lux - and their win rates are starting to drop off. (You have to look carefully at the Brand and Zyra data to see this though. And this trend will probably continue after the Rioters get back from their Christmas holidays.)
- Lastly, from my observations of a number of live games, a lot of the battles that have decided botlane have not been due to botlane directly - rather from ganks (bad and otherwise) or jungle melees in the river or just near the top of botside's red buff.
In short, there is something weird happening with the botlane meta - it seems to be shifting back towards a "protect the adc" approach. The question will be whether the changes with the jungle situation this coming season cause the trend to swing back towards the "anyone-can-botcarry" and the "roaming supports" side of things.
As for Lulu, which the original poster asked about, she is still recovering from one or two too many nerfs which hit her last season (the repeated shield nerfs re strength and duration were horrible). I think she is not a bad champion currently - but she has become a bit of a niche pick.
