Honestly, even the way azir is right now he is still a relatively good laner. However, taking the knockup away on his e kinda messes up his kit. He really needs some kind of cc whether its a knockup or a snare so that his (w - q - e - r - into a turret) works. Without cc, all the other champ has to do is walk away from him and his ult wont even be able to land and push them back into his turret. It would be really nice if u guys would be able to reintroduce some type of cc into his e.
