I was playing LeBlanc (and was trying to get that sweet 40% CDR cap) but noticed how few AP Assassin items had CDR. After building Morellonomicon and CDR boots, I was looking for another item to get that 10% I needed, but none of the other ap items work welll with LB's kit.
Blue buff gives you another 10. If you're playing Leblanc, you're presumably entitled to it after your jungler gets it the first time or two. That's an extra 10%.
If you don't want to rely on blue, you could always spec 6 scaling cdr glyphs. That will net you the extra 10% if you really need it.

Even adcs with essence reaver need more gold to get 30% cdr than mages with morello...
It is easier for ad champs to get CDR But only in the same sense that it's easier for mages to get magic pen.

Seems about right that the class that requires CDR the most gets less options that the one that relies on auto attacks. /sarcasm

Of course it is. AP champs benefit from max CDR more than any other class and getting that 40% should be a struggle for them. You want 40% CDR? 9 cdr/lvl glyphs, 1 cdr/lvl quint, and an Athenes or Morellos. Boom, there's your 40%.
AD champions are bypassing several other choices for power multiplication when they build cooldown, and AP casters will forfeit options as well, there isn't a lack of items simply because your not willing to sacrifice a few item choices to gain them.
Work your Masteries and Runes so you have default CDR, utilize blue buff so you can max it without itemizing, and take a dive to use lichbane instead of ludens or something. Itemizing is a trade off, not a best in all cases scenario.

mages and ap assassins are very safe champions and do not need mr blues so they can always take CDR glyphs.
