Too Passive

So I am a Silver Jungler and I main Xin zhao and often play other champions. (Kha zix, evelynn, rammus etc.) I feel that I power farm too much and don't gank enough. When I do gank I focus a particular side and rarely go onto the other lane. By the end of the match I often have a bit more or less dmg than the support. As a jungler I feel useless and would like to know how can I be more aggressive with champions like Xin Zhao.
