From my understanding this item was suppose to be the solution to all the immobile mages struggling with mobility being added into the game. However this has not been the case since I can't think of a stable immobile mage in the mid lane or any lane for that matter that would build...

The irony is that the champions that do build it already have high mobility built into their kit and this item further amplifies that part in their kit. Characters like Fizz Ekko

So why even keep this item in the game when it clearly doesn't target the intended champions with immobility but gives a slight edge to already mobile champions?

Because your understanding is wrong. It was never supposed to be taken by immobile mages. Sure they can use this, but that dodge doesn't really going to help them at all. It was supposed to be taken by mobility oriented AP users.

they are supposed to run these. in fact id go as far as to say theyre designed to have item 3152 as a core item. since the kindlegem CDR+survivability and all. it also allows them to have an easier time engaging on immobiles. that's why proto is also core on Vladimir & Lissandra , even Galio !
