You make it sound as if Garen is harder to kite post rework instead of easier. Which is simply not true, since they nerfed his silence, his movement speed buff, and removed the 30% tenacity on his w active. Just get used to the fact that you have to respect him now and cant just outdamage him while sitting in his spin when he catches you in melee range. Yes, he deals a lot more damage. Riot also made it easier for you to kite him, maybe play around that.
