I've got a question
If I buy 3 Greater Glyph of Scaling Cooldown Reduction, it would ad up to 5.01 cdr at level 18 and with 6 Glyph of cdr I would get a maximum of 9.99% cdr. My question is, would I have 10% cdr or 9% cdr in game ?

LegendaryLemur1 votesI believe the rounding is just for the display. I'm not sure how many decimals the game keeps track of but i believe the glyphs are really giving 0.8333333 (some number of decimal places) for flat and .09259259259 (again) per level for scaling. (In other words some much closer approximations of 1/12 and 5/54 than just two decimal places).
Note for example that the scaling runes give .09 per level but 1.67 at level 18, but .09*18 = 1.62
If you want to be sure, make a custom game and test it.
