No it wasn't. They said that they were looking at him, but nothing set in stone.
more likely he is getting a rework .. not a buff .. he is totally useless against a good player .
he is even worst in team battles , he is only good on farming on lane because of his towers
i used to play a lot of heimer , i even got him level 7 on my main account , but still very bad champion after an item (i don't remember the name , it was a book which was healing you for doing dmg ) got removed ... i used to play gunblade - book and simply not dying because of the so much healing (towers)
now.. really bad
