Broken Matchmaking?

I've recently made a new account play league and can I just say that the current matchmaking system is not fair in the slightest to low-level successful players? I am currently level 9 (on said account) with the majority of my games won/ played so ultimately i'll be matched with others around my level who are as successful as me, right? The past couple of games, I've noticed that the levels of people on my team and on the enemy team have been skyrocketing for no apparent reason. Just last game I was playing with levels 14 - 18 on my team and the enemy team's level range was from 14 - 20! How in any way is this fair? I'm trying to level up and get my playing experience but I don't see how matching me with people who obviously will have an unfair advantage against me in game is okay? People say that "levels don't matter" but I cannot emphasize it enough, LEVELS MATTER. With level restrictions, I have no access to certain summoner spells, amount of mastery points, or runes/rune slots. This gives whoever is going against me such an advantage that even with help, I have no chance. If it's meant to drop my mmr and place me with people my level, won't it continue to fluctuate if I'm too successful in those games? I just don't see the point in it. Rant over.
